Yep, there's a fixed title that goes with each of the different coloured user faces based on your post count. Up until the 2500 face you have no choice, you get the title associated with that face and post count. From 2500 you have the choice of sticking with the default or choosing your own custom title. (Mine is the default)

Yes, sometimes it takes a few hours for the option to appear in User CP, its not instantaneous when you make your 2500th post, but once its there you can change your title as often as you like.

I believe it's 20 or 25 characters..
