"After a long time,you finally talked to me"

So I had this friend that I loved so much, we were close, but than s/he one day decided to stop talking to me,well it really wasn't his/her's fault,it wasn't his/her choice

After a long time, It was only until recently, that he/she talked to me,
It was a big miracle that he/she did

What I am wondering is does s/he know that I still have feelings for him/her?
(yeah no one can answer that,I'm just asking myself)

Do you think that I should just rebuild the friendship, or should I just tell him/her I love him/her?

Right now I think you should concentrate on the friendship. You went through a rough patch in the relationship where you weren't talking, and it sounds like you have some issues that you should solve before you enter a relationship. Why would he/she randomly stop talking to you, for instance? There are too many questions and you are not an an area where you should consider a relationship just yet, in my opinion. Work on the friendship, wait a while, and when you get things resolved and feel like you're at a better place with each other again then decide what happens next.

Thanks, but the reason why we stopped talking is because legal console,the counselor,the principle,the vice principle,and some others told us not to, I don't know if it applies now.....
