All you can do is wait, maybe your a late bloomer if you want you could talk to your dad and ask if he was and that could answer your question but best advice is to just wait it out.

ya comparing that to what I personally experienced does make it seem quite odd... When I hit puberty when I was 10 or 11 my dick had a growth spurt itself and I grew like 2 and a half inches. so I don't know :(

People are different. You will grow over time, it just might take longer than other people. You might just be a late bloomer.

If you can ejaculate, then you are into puberty.

First your balls begin to grow, then your penis begins to grow, then you start getting pubic hair, then you start getting armpit hair, then you start getting facial hair. You get pubic hair before you are able to ejaculate.

I read that a boy can go through all the phases of puberty as fast as one year or as slow as six years. It may be that you will not approach your full length until you're 18.

The more important thing to be concerned about is if your body is developing like a girl's body in that it's developing wider hips and narrower waist. It's not likely - you can tell. If that is happening, then you can talk to your doctor about testosterone injections to ensure your body does not "continue" to develop like a girl's body. I suspect your body's shape is just like everyone else's, which you can tell because you went swimming with them.

I suspect your body is just taking its sweet time going through the process - but stressing you out none the less.

Everybody is different and will have different sized penises. Puberty often lasts past your 18th birthday so you still have time to grow but even if you don't a big penis isn't everything someone is going to be looking for. There are plenty of guys out there who don't exactly measure up to what some people consider to be normal. The average size is only like 5 inches.
