I was just wondering why threads in Puberty for Boys that ask about penis size is allowed, considering there is 1 sticky thread devoted to posting and answering those questions?

Because that's what the puberty section is for, so limiting them to only allowed to see sticky isn't really a good idea. They join to ask that question, and there's no point turning them away if all they want is reasureance, and I doubt they'll be a new rule that says they're not allowed to ask that question because in p101, that will not happen. They won't listen, and half the time they don't even read stickies, that's what makes p101 so hard to moderate.
