Its normal for your balls to move when wanking, and penises tilt in all different directions and angles when erect. Its unlikely that you have a problem.

Lube is a choice, not a necessity. Lots of cut guys masturbate without lube, some just prefer the feel of it with lube. Its the same for uncut guys. Probably fewer guys bother with lube if they are uncut but thats partly because its kind of less common in countries like the UK than it is in the USA. I'm uncut and use lube quite often because it feels great.

It sounds like the doctor took too much skin when he circumcised ya, that's why yer sack is pulled up on yer dick shaft. It shouldn't have been done that way but it doesn't sound like it's anything ya can't live with

To the first question, everybody is different, when I first started puberty, I could do the same thing. To the second, yes, most guys penises curve, some more than others.
