I hear that people use pre-cum as lube, but when exactly does pre-cum well, come. Is there a certain feeling or something. I for one haven't pre-cummed.
Well at least I don't think so.

I wouldn't use pre-cum as a lubricant while I was having sex. You can still contract STI's and there is that chance that you may get your partner pregnant. I can sometimes feel myself pre-cum if I'm doing some foreplay but a lot of the time -especially during intercourse- you won't feel it, that's why it could be dangerous. Now, if you're talking about masturbation, then I don't see a problem with it but it'll be a little messy. Usually, I find that pre-cum isn't enough to successfully masturbate with -although I haven't done it- just because of the amount.

Normally it comes out when you're aroused but not yet reaching orgasm. Like if you're masturbating slowly or getting particularly excited without stimulating yourself. (Like looking at porn but not masturbating)

^^ Good comments from Cameron and Ben.
Precum just sort of seeps out when you are aroused for a period of time but not actually bringing yourself to orgasm. Usually you dont feel it happen, you just become aware of a dampness in your underwear. Like Cameron said you should never use it as a sex lube as it can contain semen and could cause pregnancy. For masturbation its safe to use as a lube but not many guys will produce enough for it to be very effective.

Precum is a clear, sticky fluid that is not semen.
It usually leaks out of the penis when you're aroused - and accounts for that wet spot on your underwear. Some guys produce more than others, and you produce more when you're really horny (such as you find some really good porn).
Usually, more leaks out when you stimulate the prostate. That's because the place that it's produced, the bulbourethral gland or the Cowper's gland, is right next to the prostate.
The function of precum is first to clear the urethra of leftover urine. Urine is acidic and is dangerous to sperm; precum is there to clear out the urine and increase chances of insemination.
The second function of precum is a natural lubricant. It allows for easy gliding, to decrease chaffing.
So that's all of the technical stuff. Yes, you can use it to masturbate, but that would probably be a little difficult if you don't produce much, or you aren't producing much.
I've learned that when I want to use precum as the only lube, I look for some good porn, or I'm adventurous in my fantasies.
Hooray.

Precum is a subject I had to study up on for a different post. Precum is a white, cloudy liquid lubricant excreted by a gland in the penis. The purpose is to clean the acid and the excess urine out of the urethra of the penis; if it didn't do this, most of the sperm would die on the way out.
As for your question, there is no "time" when it comes, it is produced by everybody, just in differing amounts. The amount that is made is based on your sexual excitement. You may never produce a noticeable amount while masturbating, but during sex, you may produce enough to notice it. I found that when I rubbed my head for a while, I did make a noticeable amount, but it takes a long time, and doesn't always work.
Hope this helps. :D
