My parents are both very reserved and conservative, anything related to sex is never discussed in our house. But i want to talk to my dad about masterbation and puberty and stuff because we never had "the talk," how can i bring this up without saying it outright?

I don't see why you want to in the first place, but it's your choice. Parents don't want to create awkwardness around you so they don't talk about that stuff sometimes. They know that you're capable of discovering these things on your own and wouldn't let you go on your own without being educated on these things. If you want to know more stuff just go online or simply ask on virtual teen, just make sure you mention you haven't had the talk yet so you don't get blocked by a moderator.

Well many of us are embarassed at the idea of talking to our parents about that stuff, but its kind of good that you feel you want to. Wait until your mums not around sometime, and he's not in the middle of his favourite TV program or anything, then just say something like "hey Dad, can I ask you about some man stuff". In the mean time you can ask most anything you want on here and we will try to help.

"Mommy, Daddy, where do babies come from?"

On a [more] serious note, the talk is nothing spectacular. I mean, if you wanna talk about it, that's what VT is for. We'll give you the details

Just ask him. It's nothing scary. Once you start talking, everything will seem a lot easier.
