But the real point to this topic is under the subject of masturbation.

Every time I masturbate, all that comes out is premature ejaculation. and I swear that's the only thing that comes out. Am i unable to cum because I have an undeveloped body?

What's happening with it, does it seep out before you get to orgasm, if it does its precum, or does in come out when you orgasm - if it does that is an ejaculation just low in sperm which makes it look clear instead of white.

Lots of guys have clear cum at first, its perfectly normal. Not everybody, but lots experience that.

Either way, whether you are just getting precum or whether you are cumming but its clear, the answer is the same. Yes, just wait, give it more time and you will be able to produce white ejaculations when your body is ready for it. I wouldn't necessarily consider your condition as being undeveloped since you are 13 years old. You are probably going through puberty right now and at your age, ejaculation every time is not necessarily expected. you're on the right path, your body will change when the time is right :)

Well, sometimes i'm panting right before the liquid comes out. other times i'm not. so it's really hard to tell.

With precum you're hardly aware of it coming out, just of the dampness afterwards, where as with an ejaculation you can feel it sort of building and rising in your penis. With the panting if you get to an orgasm you should feel like a release of the tension when you get there and just kind of loose the urge to continue.

You're in no way underdeveloped. My friend said he couldn't ejaculate until he was almost 15. That's not terribly late, so if you're 13 and can't, you're actually normal. It'll happen soon :)
