This could be one of two things. First, it could be the more common tight foreskin. With this, the tip of your foreskin is tight and does not want to expand so that you can pull it back. However, with what you have described with the foreskin sticking you the head of your penis, I find it to be the same thing I had a couple years ago.
It's called a cohesion, and it's when the foreskin and the base of the head of your penis are stuck together. I had it for a long time, and one night I accidentally pulled down on the foreskin too hard and some of it peeled off from the head. After seeing this, I slowly pulled on my foreskin until it all finally came loose. I have to admit, it hurt like hell. By peeling off my foreskin, I peeled off a very thin top layer of skin around my head and it was very sore whenever I touched something to it. After a few days the pain went away and I have no regrets.
Don't worry, you don't have anyhting to worry about. If you want, you can try the same thing I did, but first I would ask a doctor about it just to see what exactly it is. Next doctors visit I would ask if I was you. In the meantime, chill and relax and do whatever you generally do.

Just start pulling the skin back it will hurt but you have to do it daily and it will be worth its better than getting cut

Skeln has the right idea. I also had an adhesion (as well as tight foreskin,) and it kind of just came off one day. That was a very good moment, lol. A lot of relief. I suggest just smothering your penis is vaseline and trying to get it off in the bath to minimise the pain and make it easier.
But some adhesions are tighter than others - never try to rip it off or pull it off. Your best bet is to see your GP if it doesn't come off by gently (GENTLY) tugging it.

Ask a doctor if it is really concerning you.

Well when it hurts it is a good sign you have to continue peeling so you can soon fully retract it

mine is not stuck to the head -- but it doesn't retract when i have a boner.
the skin cover the head when hard. family doctor said when i get older it might retract when i have a boner. if not he said it is not a big deal and nothing needs to be done.
most uncut guys foreskin does move back when in a boner. u seem to have skin attached to the back of the head? u might want to have your dad or older brother see what they think -- or asks around -- school nurse, pe instructor or someone u feel
comforable talking to. if it hurts i wouldn't fool around -- i would see a nurse or
doctor. hope u make out ok ---

Yup, the reason it looks like it is sowed is because it is already starting to separate. Give it time, and it will all come off. :D I'm cut by the way, but I know EVERYTHING. LOL :D

I am glad I don't have to deal with this being cut, but if you are worried the only real person to give good advice is a doctor.
