You just got to wait, thats the only thing you can do with puberty, everyone develops at different rates and at different times. It wont be long!

If puberty goes at normal speed for both early and late bloomers they'l be through the stages by 14-18 some take a lil bit more
But everything shall be ready by 21

Now for 1st grade mathematics.....
18-1=17
So I was approaching 17 years old when it finally happened and the number in between 16 and 18 is 17.
Now do you get it?

Hi, i dont want to alarm you or anything because there is probably mothing to worry about but if it will set your mind at rest i thhink going to a doctor sooner rather then later is always better. If you are worried about your parents finding out if you live in England you can go see your GP by yourself, i had a problem with thrush when i was 14 and my parents still dont know, anything said between you and the doctor is completely private and confidential.
