I wouldn't do it in the garden, and definetely not if there's a chance that people at home might see, but if it's too hot, then I wouldn't usually hesitate to undress when I'm alone (which seems to be the case fairly often). I don't usually do it as a sexual thing though, just practical, and even then it's rare.
