Do you think whatever money is given as charity actually goes to the people?

I personally think that all depends on where the funding is legibility going towards. Though some maybe a scam I know one that I personally like and that is the St.Jude Children Hospital Fund. Or the True Colors foundation for gay and lesbian teens. Like I said it all depends.

No doubt some of the money gets to where it was intended, but it depends on the charity how much is kept back for expenses

Depends on the charity. If possible, research the charity you're considering donating to ahead of time.

It depends where you trust your money onto, and how much you empathize people.

Charities aim to get money to people, but the topics they cover (cancer and other diseases, homelessness, ect.) are so large and involve so many people (millions) that the money they collect from donations can only go so far. It'll go to only a very small number of people — when it comes to diseases, only a couple — while a majority of people affected by the topic they cover won't see any difference in their lives.
