It all has to do with the eyes, if ya see a guy with a big penis you might see small balls and if you see a guy with a small penis it might look like he has bigger balls

This is exactly true because if you see someone with a huge penis it just makes the balls so small. Same if they have a very small penis it will make the balls look very big.
