Just go like... hey, what's up? Classic. Look friendly, not like you want to seduce her, it also depends on the place and everything... but just be friendly with her. Also, don't look nervous or shy, unless you know she likes it :) If you want to ask her out, do this a couple of times and then do it :)

Be yourself. The best way to get a girl to be open with you, is if you're upfront and honest. If she asks you a question, don't go into full detail. Leave her wondering what else there is to know about you. If you meet a girl at a concert, ask her about music. What genre is her favorite, what's her favorite song by who ever is playing at the concert, ect.
If she's in your class, ask her about homework or whatever you're studying.

It's not too hard to talk to a girl. Just be fun(:
