Even baby boys are able to get erections, so provided you can get an erection its possible to have sex. You are right to think you should use a condom though, you never know when that first ejaculation might happen and you dont want to take that risk.

Now to be honest it sounds like that girl just wants to use you. You might not mind, but you should ask if you are really ready for this and if its the right thing to do. Well, what do you want to do? Just because you don't cum yet doesnt mean you wont have an orgasm and need to stop. You may have a dry orgasm (with no sperm). If you wana try it what are you not sure about?

I've tried B4 but can't get a "Dry Orgasm" either I've jacked till my arm is sore and nothing

Yes, you can have sex before you can produce semen, and yes you can get small condoms, but you could get desieses still. And also, it sounds like she's just in it for the orgasm.
