Some do, some don't. if she says she doesn't she.. well.. doesn't, you can't think she's lying just because she's 17, many people find masturbating disgusting and wrong so they don't do it. Others don't so they do do it, and to be honest it varies between person so she may not be lying, after all.. it's not the worst lie ever, so i wouldn't worry about it.
