No.. not really.

One year, and we do catch up for the most part(there's a few morons who never mature past 13 tho, watch for those assholes). It just seems that way because guys and girls tend to think differently.

Now, to the main post, I don't fully believe this, though I have seen it as true in a few cases. Everyone is different and will mature differently.
