heyy, im having trouble figuring out if my boobs are just small or under developed. can someone help me with this?

There's no way to tell with out age and measurements. o.o... And if you're worried about them not growing anymore, depending on how far along you are in puberty, they could get a lot bigger.

and i mean like by looks. like the nipple and stuff. i heard there are certain characteristics that allow you to know.

Comparing with friends is actually really helpful but yeah we can't do much without like age/height/measurements hon :/

age 15, height 5'6 ish. i dont know how to do measurements! and i dont have anyone to compare with :(

really hard to say without seeing them. Depends on so many things. Don't worry about it, I'm sure they're fine.

Lots of information to be found here using the glorious and wonderful search function. A good way to sum it up is with tanner stages of development. There are pictures of the stages out there, more information than you want to know. I'm at 4 and happy about it.
Stage 1. Nothing
Stage 2. Breast buds, nipple growth
Stage 3. Growth but conical
Stage 4. Moderate filling out
Stage 5. Full growth to adult contour.

I think i get what you're saying, your breasts (on average) should continue growing for around 4 years after your first period. Also your eventual breast size should/will be similar to hereditary relatives... so if your mum has small boobs you have a strong chance of having small boobs too.
