you can get a mobo and cpu package dirt cheap, some mobos have built in graphics so it wont be much.
http://www.savastore.com/productinfo/product.aspx?catalog_name=Savastore&product_id=10290146&pid=40&rstrat=0 mobo + cpu package... you will need some RAM (512mb about £30) it will be much better.

http://svp.co.uk/products-solo.php?pid=1282 i fount this but because your mobo is old it probally wont have PCI 2.0

I was able to run a Nivida 5500 fx on my pci mobo befor i upgraded. It is probly the best pci card you will be able to find out there. If your not trying to run graphic intensive games you should be fine. Though i was able to go from my old pci mobo and my 5500 fx to a new pci-e mobo, graphics card, power supply and case for under $400. It will run most of the latest games. Though by run i mean open. I by no means sujuest you try run graphic intensive games with this. I have been for the past year and it isn't pretty.

HERE (http://www.newegg.com/Product/Product.asp?Item=N82E16814143032) is one on newegg for decent price.

My only suggestion is upgrade, for 500 bucks you can make yourself a speed machine, 250, fairly decent, what you have now is in the smoking pile of obsolete shit category.

It's like a car that's really damaged, it would cost more than it's worth to fix it, so you get a new car.

The 9250 is a good choice, my friend has one in his funky dell and it serves it purpose fairly well.

Dunno what to tell you about your mom.
