A teenage gunman once described as devious and out of control is on the run after a high speed early-morning pursuit and a failed manhunt in foggy conditions.

Police say David Paul Rowntree, 19, allegedly stole two vehicles in Melbourne's east, committed an aggravated burglary and an armed robbery, fled police in a high-speed car chase, during which he hit at least five vehicles and then ran off through the inner city armed with a shotgun.

Rowntree, from Colac, in Victoria's south-west, has a string of offences and was described last year by a judge as a devious and out-of-control serial offender.

After searching an area around the MCG in Melbourne's sports precinct on Monday, where Rowntree was allegedly last sighted with a gun at about 9.40am (AEST), police conceded just before midday he might have eluded them.

Superintendent Rod Wilson said he had no idea where he might be headed, but said they would ask Rowntree's family for help.

"We'll be doing that," Supt Wilson told reporters.

"We'll be pursuing that as part of the investigation (as it) unfolds."

Rowntree is alleged to have broken into a house in Melbourne's eastern suburbs overnight, stealing car keys and then a car.

He then allegedly committed an aggravated burglary in Balwyn, followed by an armed robbery at a Bulleen service station, before stealing a second car.

A police dog unit sighted the man in Canterbury and pursued him in a car chase through Hawthorn and on to the Monash Freeway into the city, where he is alleged to have hit a police car and up to four other cars, before getting away.

His abandoned stolen car was found at about 8am on Batman Avenue outside Hisense Arena near the MCG, prompting police to lock down the precinct and search the area.

At about 9.40am, an elderly couple saw an armed man running across a footbridge between Hisense Arena and the MCG.

"They saw a man crossing the footbridge carrying a jacket and they could see the shotgun," Supt Wilson said.

Just before 1pm, police said they had found a firearm in the vicinity of the nearby Rod Laver Arena.

About 50 police searched for the man in foggy conditions.

Supt Wilson said Rowntree was not believed to have confronted anyone, but said he had a history of violence.

Rowntree was released from custody in March after being sentenced last November to three years in a Youth Justice Centre and ordered to pay $152,000 compensation for burning down a house he had burgled.

The Geelong County Court had heard Rowntree's string of offences included arson, criminal damage, handling stolen goods, car theft, burglary and theft.

Judge John Nixon also disqualified him from driving for two years.

Police on Monday said while they were broadening the search for Rowntree across Melbourne there would be more than the usual number of police patrolling the MCG area.

Supt Wilson warned people in the area not to approach Rowntree and to contact police if there were any sightings.

"Preferably, if you don't have to go out, stay indoors ... and if you've got any suspicious behaviour to report there is going to be a lot of police patrolling, so we're going to have the capability of getting police to any suspect sighting very quickly."

About 100 staff and venue users at the Melbourne and Olympic Parks Trust - which manages venues including the Rod Laver Arena, the Hisense Arena, Westpac Centre, AAMI Park and Olympic Park - were sent indoors after a request from police at about 9.30am.

Melbourne Cricket Club spokesman Shane Brown said all club staff were also instructed to stay indoors at the MCG and stay away from windows.

I don't understand why people do this sort of stuff...

Badass. They'll catch him eventually, but that's commendable. From what I understand, manhunts are rather extensive.

Alleged gunman David Rowntree has been captured by police in Whittlesea, north of Melbourne.

Police said Rowntree, 19, was arrested without incident at 2.40pm (AEST) on Tuesday by the dog squad in a residential part of Whittlesea.

Heavily-armed police converged on Whittlesea after a sighting of Rowntree in the town around lunchtime.

Schools and childcare centres were made secure and a number of streets cordoned off as at least 14 police vehicles assembled at a recreation reserve on the edge of town.

Rowntree had been on the run since a crime spree in Melbourne on Monday morning during which the sports precinct around the MCG was locked down for three hours after Rowntree was allegedly seen with a shotgun in the area.

He had eluded a massive police manhunt after allegedly stealing two cars and committing three aggravated burglaries and an armed robbery.

He had given police the slip after a high-speed chase along the Monash Freeway.

Rowntree was arrested in a paddock at the end of Roslyn Way in Whittlesea and will be interviewed by detectives from the Armed Crime Task Force.

Rowntree, from Colac, was released on parole in March, 12 months into a three year sentence in a Youth Justice Centre for burning down a house to cover his fingerprints after burgling the property.

Premier John Brumby on Tuesday said the youth parole board had made a mistake in releasing the teen who was described last year by a judge as being "devious" and "out of control."

"They took the view that he was ready for release and they let him out after 12 months, obviously the judgment, I think, was misplaced and he's reoffended," Mr Brumby told Fairfax Radio.

"The person concerned is dangerous, police have got a very large contingent out looking for him and they obviously hope to apprehend him at the earliest opportunity."

Mr Brumby said he was expecting a report on why Rowntree was granted early release.

"There is a parole board, it is made up of experienced people, typically some of them (are) former judges, former police officers, those sort of people.

"They act independently of government and I guess overwhelmingly they get it right but sometimes they get it wrong and obviously in this case they got it wrong."

When sentenced last November, the Geelong County Court had heard Rowntree's long list of offences included arson, criminal damage, handling stolen goods, car theft, burglary and theft.

Police had earlier said they were focusing their search for Rowntree in the state's western districts on Tuesday.

Rowntree has been taken to police headquarters in Melbourne for questioning and could face court on Tuesday night.

Roslyn Way resident Nicole Tweedy said she went outside her house after hearing police helicopters and saw a man in handcuffs wearing a jacket being brought back from the paddock at the end of her street.

"He was handcuffed and being led across the paddock. It was pretty scary," Ms Tweedy said.

She said a friend had called her to tell her the school had been locked down and to tell her to lock her house.

indeed. last week a nutter roamed around western sydney car jacking people and running them over for the fun of it while threatening the odd person with a hammer. then laughed about it all during police interviews. :rolleyes:

Still a pretty good kill streak. Doesn't seem like he used cheat codes either, so I won't be surprised if he got a good achievement or two for this.
