if its your best friends sister ask for his help and meet up somewhere and ask her alot of girls would rather have it through something like that then a text and i t would make it more romantic

Well, plan a day when you can actually go to see her, use that date for a basis on how to ask. If you have a date in your head and a day that you're actualy going to do it, it should all work out fine, the worst she could do is say no. If you meet her anytime soon texting/IMing might be the only you can get in contact with her.
