Yes, its normal :) If you're worried about penis size, you still have time to grow. Your penis is a "grower", meaning it basically doubles in length due to an erection. (some guys are "show-ers", where their dick size doesn't really differ from soft to hard).

4.5 inches hard is pretty decent for a 15 year old. besides, when it comes time to show your dick to your significant other, it'll probably be hard :)

Absolutely completely normal.4.5 inch is perfectly fine for your age, some fully grown men have penises that size. And your friend was likely a shower, and his penis probably doesnt grow much when it gets hard. :)

Just to back up what the guys have said above, 4.5" erect is a normal sort of size for your age and you will almost certainly still be growing. Flacid size doesnt matter a lot really, I mean its kinda nice to have a bit more showing in the locker room but it has no bearing at all on anything that really counts.
