I have a friend like this, only he doesn't smell or scratch.

He will just sit there with his hand down his pants. He wont scratch, move his hand, or do anything. He just sits with his hand down his pants.

I can't really say if it's normal, but I personally think it's kind of nasty...

Well how long as he been doing it? Because it could link back to something else and be a cause from another problem. While i don't think it's really that weird, if suggest talking to him, sit him down and go "Hey.. We need to talk, mate you need to stop putting your hand down your pants and doing things" don't force into it just when you can make sure he feels comfortable, and then tell him. If you're mean to him while saying chances are he won't actually listen and he'll continue doing it. It's probably just him itching, maybe his underware doesn't suit him, the lube or whatever he uses isn't working for him, or maybe he's had an allergic reaction.
