Ok so heres the story, I have this rash on my nuts, at first it was just that and today I looked and was a bunch of little, poppable pimples. I am a virgin but have been using public toilets, please tell me this is just a rash or mild infection. (Also I been hiking and sweating a lot cause of my job.)

Well, it might be little bumps right? Those are hair folicles that havent come out yet. The sweat can make you itch and such. Im not sure if their big bumps, if your really worried, go to your doctor.

Btw it doesnt hurt or anything unless I start scratching at it even then its just uncomfortable.

It sounds like those white spots are either hair follicles (which makes sense - you're a teenager and you're growing more body hair), or sebaceous glands (which are near the base of the shaft of the penis). Sebaceous glands are commonly mistaken for pimples, but they are nothing but fat producing glands, in order to keep the skin moisturized. It's recommended that you do not pop these, they're supposed to be there.
I bet every guy gets some sort of rash on their scrotum every once in a while, usually from over scratching, or maybe even because of the season (it's summer and things get hot). What I would do is take a shower (just water no soap to get rid of sweat) and apply some moisturizing lotion when needed. Avoid scratching the rash - that always makes the rash worse.
Right now It doesn't sound like something you need to head to the doctor for.

Well make sure you are washing regularly down there and having clean underwear, but if you are worried get your doctor to take a look. Its their job and no big deal really. You will not have caught anything from using a public toilet, that just doesnt happen.
