It's likely an infected hair or a pimple. Is the bump red or warm to the touch? Painful?

They might be hair follicles or whatever, I get those, too, and so do my friend that I've asked. Are they smaller or bigger like a regular sized pimple? Mine are usually skin colored or a bit whiter.

it might be an ingrown hair. Not sure. You should get that checked out by a doc.

You can get ordinary spots/pimples on your penis the same as any other part of your body. It thats what it is it will just go away after a bit. If it looks any more than that you should definitely get it checked out by your GP, and sooner rather than later.
