For my first installment, I must recommend the Microsoft Visual Studio Express series. It's free, it's new, it's awesome. Microsoft Visual Studio Express 2010 comes in several forms.

Microsoft Visual Studio Express 2010 [Windows]
Application programmers will enjoy the Visual Basic, Visual C#, and/or Visual C++ versions. More information about these environments can be found here:

Microsoft Visual Studio Express 2010 [Web]
Web coders will look toward the Web Developer tools, including the SQL Server and Silverlight tools. All of these can be found here:

OMGz CAN I HAS IT ALL?
If you're like me, you might be talented in computer programming and web development. If you would like to install all of Microsoft Visual Studio Express 2010 without having to choose individual versions, you can indeed have it all. You can either download each application one by one or download the ISO (basically a compressed CD image). The ISO option is far easier and faster, but this requires you to either burn the data to a CD or mount the ISO on a virtual drive created with something like Alcohol 120% or Daemon Tools. At any rate, you can install all of Microsoft Visual Studio Express and it will all work flawlessly. All downloads (including the ISO download) can be found here:

Please note, you can use all of this for "evaluation purposes" for 30 days without registering each version, however registration is completely free and pretty painless. After registration, the program will not display the evaluation message and you can use it indefinitely with all functions and options available. I highly recommend these programs, and I also recommend that you register each one that you install so you can use them at anytime for any of your coding needs. Is this a WYSIWYG editor as im not overly brilliant with writing code

Depends on what language you're using, and your project type (Forms or Console, ect.), and even then it's not completly WYSIWYG, there's still code that needs to be added behind the stuff on screen.

Say i wanted to make something simple like a radio player

would that be completely WYSIWYG?

AutoPlay... You need to learn some stuff before you just go at it. If you're asking these questions, these programs aren't for you quite yet. I suggest you learn some web coding over at http://www.w3schools.com/. Then you'll know what to do and whether you're able to do it or not.
