Not every single part.
Lets use the path water takes as an example.
Take 2 identical steel plates, set them at identical angles and run the same amount of water down them, at the same time, at the same rate.
Will the paths the water takes down the plates be similar? Sure, exactly the same? Probably not. There will be subtle differences.
The same is with identical twins.
While yes, they both have the same start point, things they experience along their path (lifetime) will determine the ultimate route (Size & shape of their bodies) they take.

tl;dr
Identical twins' penis' will be similar, but not exactly the same.
Maternal twins' penis' will most likely be as similar as any brother's penis' would be.

i know 2 identical twins and they say one of them is bigger, they are identical however you are laving out here different diets, exercise routines, ext. one of them has alot more muscle and is bigger then the skiny one and supposivly has the bigger penis

Hey everyone! I am an identical twin, so I can answer this question with certainty. My brother and I are 15 years old. He is only 5 inches, whereas I am 6.5 inches. There are many reasons for this, including many environmental differences. Also, although our genes are separate, once two twins are separated, whatever happens (mutations, alterations in DNA replication, etc) only happens to one, not the other, as these are random.

It is interesting, however, that I have been masturbating since age 11 and he just started a year ago. something to ponder.

You need to take into account environmental factors.
So... unless you go everywhere together, eat exactly the same, drink exactly the same, burn exactly the same amount of calories (etc..). Then not every part of the bodies will be the same.

Except that identical twins are not normally identical if they were noone could tell them apart, not even their own parents. There are identical twins in my year at school but we can all tell them apart and never get them mixed up because even in identical twins some features are slightly different.
