Well, that is razor burn. It is hard to avoid it.
So, first, take a long hot bath or shower, making sure your pubes are in hot water for a while.
Second, lather them up with shampoo or body wash and just lather it in a lot. Then rinse it. Then lather again.
Don't rinse this time. Take a new or almost new razor (newer the better) and slowly go with the grain of the hair. Take short, smooth strokes.
Rinse the razor every other stroke or so.
Then, go against the grain. This is where you get razor burn. So be careful. Don't go fast or push hard or anything. Try to stretch out the skin and slowly and smoothly take short strokes of the razor.
Then, just rinse, re-lather and scrub. Then, rinse, and your done! When you dry, pat it dry, don't rub it.
I hope this helps. I shave too.

try trimming first if your pubes are long, then soak in warm water to open your pores and use some sort of shaving cream and just have at it, its easier that way, well for some people

Yeah - make sure you throughly soak them before shaving and use plenty of shaving cream. Also make sure to go slowly when you shave - the faster you go, the bigger the chance of razor burn. Also make sure to moisturize the area after.
