I'm sure you can arrange to meet her on weekends or right after school. Offer to walk her home. Then talk to her. See if she has a BF.

Well, there's always ways of going about and seeing whether or not she has a boyfriend. Such as facebook, her friends, etc. Just try not to be that blatantly obvious about it if you're not 100% sure you want her knowing you like her just yet. As for getting to know her, don't worry. Her not being in any of your classes isn't really that bad of a problem. You can still get to know her and you can still talk to her - either through text, etc. Don't just limit yourself talking to her in person; although you should still make a conscious effort to talk to her often in person just in case. It also gives a good vibe of communication and the sorts. As for your friend, are you worried that he may get upset by you liking her?

Well, if he is moving soon, then I can't see why you couldn't go out with her. But I suggest getting to know a bit more about her before asking her out. Like they said, maybe walk her home or meet her on the weekends, or give her your number and talk a bit.
Good luck.
