Unable to access network location %APPDATA%

Hi guys.

So I've been trying to download some stuff. The download goes well, everything seems to be good but when it comes to installing the thing it tells me that it is "unable to access network location %APPDATA"

What does this mean? How can I fix this? I don't get it, I've been able to download things on this computer before but in the last month or two it doesn't seem to be working...
