I think "metally" means either "toughts - mind" or "teenage". And the ''ill'' means "hall - hallway"

Lol I don't think it's that complex. I belive that this site was created by a Schizophrenic (no offence Josh :)), and that he named it mentally ill for some reason...I belive this Govteen projekt was designed specifially for mentally ill persons, but it has definatly outgrown that by now.
