It sounds like he could be non-straight but the only way to know is to ask him about it. If your sure he knows that you look then ask something like "how come you dont mind". It may be that he's straight but still gets aroused by the thought that your looking at his bulge.

First of all, that's pretty hot haha. Second of all, I would try to stay away from the situation... maybe ask him casually why he has a boner one day or something, but don't make it noticeable you are looking too much.
