There are plenty of places you can buy or receive free condoms. Chemists such as boots, supermarkets, supermarket bathrooms there are vending machines, doctors surgeries, sexual health clinics, online shopping. To be honest though the best choice is a supermarket or chemist. No one is going to stop you buying them or make a fuss over it, they'll more likely to be pleased you're using them instead of having unsafe sex.

You can pretty much get them anywhere where any other person can get condoms at, despite you being younger than sixteen. They can't generally (at least to my knowledge) turn you away from buying condoms because you might be younger than the average person coming in to buy them. But as Kaius said, you can get them at free clinic, pharmacies, supermarkets, bathrooms, etc. despite how old you may be. Just make sure you know what type/brand/size you're looking for and that you get the right 'fit' and all. (eh, that looks worded really weird, but all in all you want to try to avoid accidents, which is the exact reason you shouldn't be turned away for buying a preventative measure for pregnancy.)

As you're in the Uk. I know that there are sexual health clinics in most areas that will basically hand out free condoms. Also, if you meet the criteria, you can get a 'C card' which entitles you to free condoms whenever you want them.

Supermarkets/shops will never not sell you condoms. and if your embarrassed about buying them from someone in a shop most toilets have them and unless its a grotty pub toilet they are probably fine e.g. cinema condom machines are constantly restocked.
