What is it with PS1 games being bad quality on PSN? i bought the first Medal of honor and the default controls are horrible so I edited them to the way I like it and when I pause the game it reset my controls, also it freezes at times
Is there anything I can do? like contact sony and possibly get a refund or something?

Bingo, they'll just re-tag it and put it back on the floor for full price.

If he bought the game from the PSN then its downloaded, not in a box.
There isnt really much you can do, just play through it.

i've never noticed any freezing in ps1 games i've downloaded off psn and the default controls would be the controls that where origionally used for the game back in the day (so you cant really complain about the controls tbh)

true, but the game has 3 different configurations, and i'd set it to #2 cuz i like it and #1 is just horrible for the controls I use with most games, so i'd play, it's all good but when I pause it resets the contorls to #1, the bad one, and I heard that sony is bad with complaints, well i'm out $5.99 + tax

Unless you bought one of the original PS3s then this is the problem. The PS3 just doesn't have PS1 hardware. That means that the PS3 must emulate the games. The first PS3's had essentially parts of the PS2 hardware built-in.

the first season ps3's did have the whole software of a ps2 inside it which is one of the factors to it being so expensive, but really the ps3 has no problems with ps1 tech since it's just a cd reader, that problem may also have been on the origional game, unless you origionally had it to prove me wrong. you may also have just got a faulty download, but as i said before your basically the very first complainer i've ever heard of. :)
