Right here (http://www.virtualteen.org/forums/faq.php?faq=rules), as can be accessed through the Rules sticky (third one down) in this forum. :)

In addition, there will be specific rules applicable to the various forum sections (Psych ward, P101, Help and Advice, etc) - those can be found usually in the form of an announcement at the very top of each forum.
