Try to approach her differently. See if her body language changes, but do not put to much pressure on her. If she seems interested try it. If she doesn't seem interested just stay the way you are, and be friends with her. Maybe it just isn't meant to be.

You are still quite young at 13 so there's no rush, but basically sooner or later you will need to take a risk. Anytime you ask someone out or tell them you really like them there is a risk that it will change things because they dont feel the same way. But if you never take that risk you will never make any progress. So like Adam said above, take some time to decide how much she likes you and whether its worth the risk. But when you are sure its right just go for it.
