This is a really good question raise, and my suggestion is you ought to try buying condoms online from reputable businesses such as Walgreens, CVS, Target, K-Mart, and most other discounters and drug stores. The packaging is discreet, and no one is going to question a package coming from someplace like Walgreens or Target.
It is really important that you use condoms before having sex as if the person is a girl you do not want to have an accident and if the the person is a guy, then sex with a condom is going to make things cleaner. You do have options online, but if you cannot use the internet for purchases, then see if you can go to another town with a large Wal-Mart or something where you can blend in.
(Bear in mind that if you do not have a debit/credit card that you can buy a prepaid credit card from most stores. Just read the disclaimers on the cards as some do charge fees for using them online. Call the 800 on the back of the card to find out if they charge for online purchases before buying it).
Condoms are a good start to protection. However, condoms do have their limits in terms of skin-to-skin infections, and make sure that you can have access to a medical professional if you do have complications from sex. If getting medical treatment for sexually related complications is not possible, then it would be best to hold off on sex until you can. Things like STD tests are critical especially if your partners are not virgins. Also, if your partner is a girl and happens to miss her period, then you have to make sure she has access to a women's health practitioner as girls can have some complications with their plumbing. All I am saying here is that while a condom is a great form of protection it still does not take the place of other protective steps such as STD tests.
Good luck, and I hope things work out between you and your friend. It is good that you are being responsible, and no one can fault you for that.

This couldn't be more false.
You don't know if the person's been with someone (as most people on contact when asked the question may lie). It's the SAFEST route, always.
If this is a man-man (homosexual) relationship, then there is an increased risk of ANY std or any type of blood born illness.
If this is a man-girl (heterosexual) relationship, then there is an increased risk of pregnancy and any STDs (if applicable). The birth control pill and other birth control are mostly successful, but only does a condom nearly guarantee no pregnancy. Has there been a pregnancy with the pill/birth control...yes, many many times. Has there been pregnancy with a condom? Yes, but rarely. Most of the time, it isn't the condom that fails. It's human error.

Well you have several options:
dont do anal, there is plenty you can do and enjoy without going all the way
go bareback, if you are both virgins there is little risk involved
look out for a vending machine in public toilets, it should be easy enough to buy condoms that way
Really buying condoms is no big deal and like one of the earlier posters said unless your openly gay then no one is going to assume you're buying them for gay sex. Shop assistants are paid to be discreet and would risk losing their job if they were to discuss what customers had been buying.

Visit a store that offers self check out.
Many grocery stores and department stores now allow you to check yourself out and little check stands...
