My computer's sound is on but no sound is coming up. I mean the sound is like at 100% and I play a video, all mute. what is wrong??

The video itself might be muted. Or maybe your speakers are unplugged (if you have plug in ones) or the blew (and therefore won't make sound anymore).

@Close102: Blown speakers will usually still make some bit of noise, usually in the form of crackling, or a very muffled low sound.
@ the OP. If everything is plugged in, and everything is turned on, and you're sure nothing is muted, it's possible that it's trying to play through a different audio device (Sound processor).
For <= XP:
Go to Start>Control Panel.
If you're in Category View, click on Sounds, Speech, and Audio Devices, then click on Sounds and Audio Devices.
If you're in Classic View, click on Sounds and Audio Devices.
In the window that pops up, click on the Audio tab, and under Sound playback, see if there's another device in the dropdown list, if there is, select it, then click Apply.
Repeat until you can get sound coming out of your computer.
If you can't get sound and you're still under warranty, see if the manufacturer can set up a remote session to fix the problem. (Though, they'll still sometimes do this if you're out of warranty)
For Vista & 7:
Go to Start> Control Panel> Hardware and Sound> Sound.
Under the playback tab, you will get a list of all installed audio devices, and what's currently set as your default device. Change the default device until you get sound coming out of your speakers again.
Again, if you can't get sound, contact the manufacturer of your computer to see if remote servicing is an option.
There's also the possibility that either drivers were never installed, or they've been corrupted/uninstalled somehow. In which case you're going to need to find out the make & model of your soundcard/soundprocessor and download the drivers for it.

it worked before and all of the sudden it didn't

It's a laptop.
It has problems anyways. Also I forgot to mention, when I use headphones, and I plugged them in...I hear a TINY bit of the sound

I often experience the same problem. But restarting my computer generally fixes it. Although you've probably tried that by now. o-o

Operating system? Sorry i didn't ask that in the begining and what kind of video are you trying to load. and what in. ex. Youtube video in IE or .mp4 in Windows media Player. Ect

Is your system volume turned up? (The slider that appears when you click on the speaker icon in your taskbar)

I saw that, but generally there's 2 forms of volume controls on a laptop, the controls on the keyboard (That are usually a hardware volume), then the volume controlled by Windows itself. That's why I asked.
