Ya, its kinda safe it just like a condom, but I dont know whats inside balloons (the powdery stuff) it could cause a rash but thats about it. But, it would be better to use a condom for masterbation, its more protected and less risky.

I would definitely not do this as it is a really, really bad idea. On the surface a balloon and a condom seem a lot alike, but the reality is that a condom is sanitized or even sterilized whereas a balloon is made in God knows where containing chemicals which are probably going to cause a reaction to your skin if kept on for extended periods. It would be pretty embarassing to explain to your family on how you ended up with a really bad rash or worse on your privates due to your using a balloon.

Beside the hygienic issues I seriously doubt a balloon could hold up to such rough use unlike a condom. I would think a balloon would start shredding if you are rough with it. Also, with most condoms being lubricated and a balloon obviously not the feeling is not going to be all that good.

You must either have different balloons in your country or a very small penis. Balloons here have a small diameter opening that would be almost impossible to stretch over an erect penis and, I would imagine because I certainly havent tried, if you did somehow achieve that it would be uncomfortably tight aftwerwards. Why on earth would anyone even think about doing that, if you want to try wanking in a condom then fine, get a condom.
