How old are you? There's a large circumstantial difference between 13 and 19, or even, 13 and 16, for that matter. Assuming that you're on the younger side, which would explain for being only allowed to spend time with a partner at school - it is a significant disadvantage, yes, but it doesn't fully restrict you from getting together with someone. Chances are, you won't be the only one in this situation anyway.

Not being able to find a dating partner isn't necessarily your fault, or anyone's, for that matter. Some people do wait until their late teens or early 20's to start dating, whether out of personal choice or otherwise, and it's perfectly normal. It might seem like everyone is starting to date - but in reality, the ones who do not simply choose not to speak up about it.

There's also the issue of compatibility, too. Every person is attracted to different attributes in others, and these can get quite specific. Just relax, and let opportunities come to you naturally; that is the best way.

Best of luck to you.

Maya said it best. It's not impossible to have a relationship at a young age, but yes, it dosen't usually lead anywhere later on.

If you don't feel attracted to anyone at your school, then that means there is just no one there that works for you. It's not your fault, but you'll eventually run across someone that you know you want to go out with. Every school year has new people, and you'll find someone eventually.
