It is possible I believe. You could've possibly inherited it from your parent(s). I know that can happen with AIDS/HIV, I'm not entirely sure that's the same in your case though.

Genital warts are a type of STD, and as the "s" in "STD" implies, you need to have had sex to get such an infection. If your issues is that you have some lumps or bumps in your pubic region, then you might just have something as simple as infected hair follicles and nothing more. Especially if you are new to puberty and are starting to grow a lot of hair quickly down there, then getting such bumps are normal. It is for that reason why you need to keep things down there really clean such as by showering daily. Also, make sure your underwear is sufficiently loose as a lot of guys forget about that because you grow fast during puberty resulting in your needing to upgrade your undergarments, too.

My suggestion is that if you have a lot of lumps/bumps, then just have them checked out by a doctor. If you are embarrased to tell your parents, then simply tell them you have a really bad pimple/acne problem you want checked out and that you want to see a General Practitioner. If you are on good terms with your Father, then it can never hurt to be honest with him and simply ask him if what you have is normal. Bear in mind it is a parents' responsibility and duty to help you with these things no different than when they potty trained you. If you have an honest and open relationship with your parent(s) now, then I can guarantee you that when you have a problem, then you can easily get help.

Anyway, I would have things checked out as it is kind of hard to say for sure what you have over the internet. It is always best to err on the side of caution especially when we are talking about genitals.

Warts can be rough, but pimples can be rough, too. I guess in theory if you had warts in other parts of your body it would be possible to transmit it to another part of your body, but what you would have is a skin infection and not a STD which is a different animal altogether.

I am sorry if I cannot be more specific here as your best bet at this point is to have your issue evaluated. There is no embarrasment with your problem as nearly all guys get lumps and bumps "down there," and you have nothing about which to be ashamed. I am guessing that you have a simple skin infection and nothing more especially since you are not sexually active.
