Well if you want extremes, there's always laser surgery to kill the hair roots. Different treatments have different effects. Some may permanently stop hair growth, others may temporarily stop it. There is also Electrolysis, and something called Electronic Tweezer Method. This has to be done a number of times before its permanent, but if you only want it done once or twice, the hair will come back in a lighter shade of colour. Hope this helps. As for the irritation of it, try using lotion/moisturiser on the area after you've finished. It works pretty well most of the time, just don't put too much on.

As mentioned above, the only way to permanently get rid of hair is electrolysis.
If shaving the areas in question are irritating your skin, then you might want to try a different brand of rasor and shaving cream or gel. Different rasors have different effects on guys, and you might need to experiment with some different brands before you find one which works for you. Also, make sure the rasor you are using to remove body hair is sharp as a dull rasor causes a lot of issues. If you are totally removing all of your body hair, then investing in a body hair groomer is the way to go as it works quickly and efficiently. They are usually in the $40 range. However, if you are limited to rasors, then you might want to look into rasors which women use as they are designed to shave in the areas which you have mentioned.
Also, if possible, you might want to use Nair or Veet around your stomach area as that hair removal product does keep an area smooth for about two weeks. Just read the instructions before using such a hair removal product and test it in a small area as different people have different reactions to it.
Short of electrolysis there is no way you can permanently remove hair, but you can at least control it with the right kind of rasors and hair removal aids.
