K i have two lines that have DSL on them going into my house, sombody said to me that could be why i only get 39/kbs actule download speed. Can sombody tell me if that could be the case.
p.s I am also on a router, so i am not sure if that adds to the problem ether.

Only under very extreme conditions, Forrest. If those two lines aren't even hooked up to the same router or computer, then there shouldn't be any chance of interference. My guess is that you're probably measuring your download speed off of a p2p program like LimeWire, Bear Share, or Shareaza. Don't. Those are misleading because they depend on other people's upload speeds.
If you are actually taking this from an official download off the internet that was done over a web server, then it might be that the server has a capped bandwidth. Try going to one of those internet speed measuring sites :)

Like Kiros said, you could be meausuring or a P2P program like KaZaA or LimeWire and these depend on other peoples upload speeds. These are generally much slower. What browser do you use? Does it take a while to render a webpage? Get a Gecko based browser (or any KHTML browser except Konqueror :P).

NI do get an actual download speed of 39kb/s from actual webservers consistently from varius websites. When i did a diagnostic at pc pitstop i got about a 200kb/s average download speed. One of my freinds get 600kb/s and and the other get 400kb/s actule dowload speed.

Well then some servers might have capped bandwidth. Like downloading mods or add-ons for games and such. The sites that mirror large files like that usually go slow to persuade you to subscribe and get a faster download speed. Could you be a little more specific though? KiloBytes or kilobits? (KB = KiloByte; kb = kilobit). And what package are you signed up for with your DSL company (what speed - down/up)?
