Use lotion? Drink a lot of water.
Don't use soap or shampoo as a lube to jack off... It'll dry the skin out.

this can be caused by alot of things such as not drinking enough water, not washing properly and the other things listed above also it can be caused by exsessive masturbating like having say 10-15 in a day some boys can do more but that usally the max for one day and depending on how hard you do it the friction from masturbating could cause your skin to become dry and irritable

If you already do, don't use anything that might dry out the skin when masturbating.
