I am not circumcised, so when I pulled down the skin, that's over the penis head, and saw many red dots on the skin there, now it's red and sore and it hurts to pull back the foreskin but before i could pull it back just fine, I'm a virgin so i doubt it's an STD but it's getting annoying so i'm wondering what is it?

The best thing you can do is not take any chances and get seen by your doctor as soon as possible to get the problem dealt with. Problems that arise concerning your genitalia should not be left for it to "Clear up on its own".

Based solely on what you've described, I'd think that it's dermatitis. Some more information would be helpful, but ultimately the best thing you should do is make an appointment with your doctor. Desolation covered it pretty well, if there is something wrong with your genitalia, it's not a "watch and wait" sort of thing.
