When i was 13 i had a virus in my testicales which my right one was 5x biigger than the other. I almost had to have surgery but the meds brought it down. Could this have stunned the growth of my penis because now i am 17 and have not grown AT ALL since then. hard im about 3 inches and not hard only my head shows down there.
should i say something to my doctor?

I'd ask your doctor, The size wouldn't be the biggest problem on my mind if I were you though. Since you said it was testicular, you may be sterile.

No need to over react

Give yourself more time a few months (look for an orchidmeter and see how you compare to the ages specified on the diagram) and if you are a lot below then I would suggest consulting a doctor, some peoples penis size doesn't stop growing till 21, the medication could have stunted your puberty growth, a doctor could explain more to you about the medication.

Don't panic about or anything though. You know, any size is normal, it might just be your genes. But theres also a possibility the meds (or the virus even) messed it up a bit.
I'd see your doctor now just to make sure. You may even be sterile (unable to produce sperm worth usuing.)
So.... yeah.

If that was me as embarassing as it seems i would go see a doctor, lol idk if he can help you but i would at least try and see if he can :P

I would think that if there was a problem with your growing, the doctors would have told you what the side-effects would be.
