There's really no "specific" time. you will get yours when your voice starts getting deep enough

Not everyone gets them. I mean we all have them but some peoples doesnt stick out. The size varys between people thats why. So you may get one that sticks out or you could just end up with one u cant see.

You always have an Adam's Apple, but during puberty, due to your voice changing, the thyroid elongates and thus makes your Adam's Apple more visible.
