Is there a way to tell a guy's penis size without measuring his penis? Like height might have something to do with it but what else? And is there an accurate way of measuring a guy's body part to match the size of how big or average his penis is?

There is no exact way to determine a guys penis size without actually measuring it. All the myths about shoe size and height are well... myths.

uhm no i have extremely long and skinny fingers haha and wudnt that have something to do with like... the size of ur hands in general? nyways...

No, the size of someones penis is not remeniscent to the size of any other body parts. And if it is. then it is purely coinsidence

There is no Reliable way to estimate a guy's penis size

you can make some educated assumptions based on statistics/genetics ect...

but there is no way to be 100% accurate, or even close to 100% accurate to be honest

there is sleight correlation between height/weight/other body proportions/ethnicity and penis size

but nothing concrete

As others have said, No...other than basically being able to say his dick would probably be small based on the fact that he is noticeably behind in puberty (height,body hair, voice, etc.)
