I would say sebaceous glands, but those are on the shaft of the penis, not all guys get those but some do. But if I were you I'd ask a doctor or something.

They could possibly be hair follicles. However, it's best to ask a doctor to be sure.

You may be scared of going, but legally, you can go alone and just speak to a doctor without them checking.
