You are probably just a late bloomer :( but it will change dont worry. My voice changed when i was 13. So ur voice will change soon enough

14 is NOT late in any way shape or form.
Puberty isn't linear, it doesn't have a set course that it takes. The course that puberty takes is different from person to person. The good thing is that we generally all end up at the same destination.
Matt, I realize that you would probably like to have your voice change already, believe me, when I was your age I wanted it to happen soo badly, but alas, you are at the mercy of what your body wants to do. (Side note, my voice didn't really change 'till I was 15-16)

Tl;Dr: Puberty takes it's time, be patient.
